DPCG is seeking a Program Analyst in support of its client, the OI&T Discovery, Education and Affiliate Networks (DEAN) Product Line at Department of Veterans Affairs. The candidate will directly support the Project Manager and the ORD Team. This is a remote position, candidate expected to work core hours of 8-5 ET.

Essential Functions:

  • Identifies, researches, and analyzes programs issue or problems; and presents results.
  • Participates in improving effectiveness in meeting schedules, deadlines, and priorities.
  • Provides assistance and participates in the coordination of special assignments to coordinate and resolve general management matters and other appropriate issues and projects related to the functional responsibilities of the program.
  • Coordinates and monitors practices and procedures utilized by the program to ensure compliance with all applicable regulations and procedures.
  • Generates spreadsheets, charts, summary tables, and statistics used in various reports and presentations. Provides assistance in tracking data or documents in reference to agency or agency program(s). Generates internal and external documents or correspondence that assists in the workflow of the program operation.
  • Collects various program information and data involving documents dealing with agency or departmental program(s), project activities, services, policies, and procedures.
  • Proactively monitor VA artifact repositories to ensure compliance
  • Provide overall assistance to the Sub-Product line Program Manager, as needed.
  • Acts as a liaison with other departments and outside contacts, including high-level staff members.
  • Responsible for proper handling of sensitive information and non-routine information and explains policies when necessary, regarding executive and business matters.
  • Reports project progress to management.
  • Organizes project meetings and prepares the necessary materials, including reports, presentations, agendas and other meeting collateral
  • Transcribes and records key decisions and action items resulting from meetings.
  • Gathers, compiles and reports on information relevant to the project.
  • Conduct gap analysis of product data to assist in determining redundant functionality
  • Review and provide support as needed for Kanban and Jira tracking, updates, and reporting.
  • Collaborate with relevant stakeholders to proactively identify risks and mitigation strategies.
  • Strong understanding and hands-on experience working with JIRA, SharePoint, etc.
  • Responsible for providing input to various status and progress reports with multiple frequencies (e.g., daily, weekly, bi-weekly, etc.) as well as provide assistance with executive level reporting
  • Manage/track New Service Requests (NSRs) for Product Manager supporting VHA business offices.

Required Experience:

Candidates should meet the following requirements in order to be considered for this role;

  • Bachelor’s Degree in Engineering, Computer Science, Systems, Business, or a related scientific or technical discipline is required plus 10 years of experience; 8 additional years of experience can be substituted for the education requirement.
  • Excellent written and oral communication skills
  • Good decision-making and interpersonal skills
  • Ability to work independently and conduct research with miniamal guidance and supervision
  • Experience working with MS PowerPoint to create, design, and update executive reports for various key stakeholders at multiple levels of the organization
  • Excellent organization skills
  • Ability to work in a multi-disciplinary team
  • Excellent prioritization and time management skills
  • Excellent attention to detail and ability to meet deadlines and stay organized
  • Knowledge of SDLC and project management principles
  • Knowledge of Agile, SAFe, Kanban, and DevSecOps methodologies
  • Ability to work in a fast-paced, collaborative environment
  • Strong facilitation and excellent verbal communication, oral presentation, analytical and written communication skills
  • Proficient with MS Office, MS SharePoint, MS Teams
  • Knowledge and/or experience with Jira
  • US Citizen/Legal Authorization to work in the US
  • Ability to pass VA background investigation

Preferred Skills and Experience:

  • Knowledge and experience working in the VA Healthcare IT space
  • Experience within a Health IT environment is desirable
  • Experience with Jira, GitHub, SharePoint, and Visio is desirable
  • Experience with Project Management Risk and Issue identification, and documentation is desirable.
  • Highly motivated and analytical; proven problem-solving abilities
  • Clearance Required: obtain and maintain a Suitability/Public Trust clearance
