This position provides direct supervision to eight Forms and Records Analyst (FRA) staff responsible for responding to legal discovery requests related to dependency cases in DCYF Region 4. In addition to supervising personnel, the role independently designs, manages, and monitors the regions dependency discovery program in alignment with DCYF Administrative Policies, applicable RCWs, WACs, court rules, case law, and with general guidance from the Regional Program Administrator. In this supervisory role, you must demonstrate a strong working knowledge of legal and procedural requirements governing dependency disclosures and ensure consistent compliance with the Public Records Act, confidentiality regulations, and the Collective Bargaining Agreement as it pertains to represented staff. Responsibilities include receiving, reviewing, and managing requests in alignment with federal and state statutes, particularly the Public Records Act, related case law, administrative regulations, and departmental disclosure policies. Independent judgment is exercised to interpret legal requirements, with consultation from upper management and Assistant Attorneys General (AAGs). This is a supervisory position that requires interaction in various forms with FRA3 staff to effectively manage the team. The position also provides training, coaching, and support to front-line staff and legal partners. Effective engagement and interactions with others are crucial to the success of the incumbent.
Some of what you will get to do:
- Supervise staff of (8) Forms and Records Analyst (FRA) positions.
- Hire FRAs per RCWs, Administrative Policy, and CBAs.
- Develop and deliver training to staff in submitting and responding to dependency discovery requests.
- Plan and coordinate the FRAs workload and assignments.
- Monitor staff performance, including completing Performance Development Plans.
- Mitigate the risk of fiscal sanctions to the Department by ensuring staff respond timely and accurately to all Discovery requests.
- Assist with the intake and processing of legal dependency discovery requests for the Region.
- Ensure practice improvement and training occur regularly.
- Manage workload tracking and timelines using the Agency Records Request Tracking System (ARRTS) and Smartsheet.
- Provide accurate and timely communication regarding policy and procedure to staff.
- Review and correct work, ensuring timely and consistent quality.
- Develop procedures for the Discovery unit that promote consistent practice.
- Provide management consultation on discovery requests and issues.
- Respond to Discovery requests, including receiving, reviewing, redacting, and processing requests.
- Receive, research, and provide CPS Status Reports from King County per written agreement.
- Discovery for Lawsuits and Tort Claims.
- Management consultation on Discovery requests and issues.
What were looking for (Required Qualifications):
Requires a Bachelors Degree involving major study in business administration, accounting, industrial engineering, or a closely related field, AND three years of experience in forms and records management.
OR
Equivalent combination of education and experience totaling seven years in forms and records management, public disclosure, or other clerical duties associated with records/customer service AND one (1) year of experience must be supervisory.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Prior experience as a Forms and Records Analyst.
- Experience with Public Records Act or Discovery.
- Experience with DCYF or DSHS records.
- Ability to deliver oral presentations in court, meetings, and other professional situations.
- Working knowledge of DCYF policies, procedures, rules, and regulations.
- Ability to navigate current data management information systems (i.e. Famlink).
