Administrative Program Specialist A
Function of Work: To perform responsible, administrative functions in support of an organizational unit. OR To manage a specialized departmental or statewide program. Level of Work: Entry. Supervision Received: General from higher-level supervisory personnel. Supervision Exercised: May supervise 1-2 lower level personnel. Location of Work: May be used by all state agencies. Job Distinctions: Note: Agency impact, hierarchy, and reporting relationship patterns will be considered when making allocations to this level. Differs from Administrative Coordinator 4 by the presence of professional duties that involve a variety of administrative functions or responsibility for a specialized departmental or statewide program. Differs from Administrative Specialist-B by the absence of a moderate degree of complexity, impact, or independence in assigned duties and program areas.
Examples of WorkOperations/Risk Management: Oversees building operations and maintenance, including chillers, boilers, generators, and high-end appliances respectively, at all ImCal business locations and state-owned properties, 8 physical plants in total. Procures vendors for facility modifications/renovations, repairs, maintenance of HVAC, security and fire alarms systems and the installation of electrical and electronic wiring, and client/employee parking. Ensures all Agency facilities are well maintained, including the execution of maintenance and service agreements and contracts for Agency equipment, as applicable in accordance with ORM recommendations/standards. Creates and maintains a maintenance schedule for all preventative maintenance of vehicles and buildings. Contacts necessary service and repair vendors to address vehicle and physical plant issues, obtains and compares bids, makes recommendation to executive leadership, and secures and monitors vendors specific performance. Addresses all identified deficits from surveys or internal/external inspections and ensures completion of corrective action plan items. Makes recommendations to Deputy Director regarding improvements to facilities, equipment, and/or service agreements to ensure safe and efficient operation/use of agency assets. Oversees all insurance claims for the Agency, working directly with ORM, Sedgewick, and claims adjusters, to resolve all loss related matters. Much of this work is technical in nature with moderate to high complexity and requiring extensive knowledge in a multitude of operational areas. Property/Inventory Control: Serves as property control manager, maintaining an up-to-date, dynamic listing of all tagged property in ImCal HSA with depreciation values. Conducts yearly annual property audit according to agency policy and procedures. Tags state property as applicable and maintains documentation of location, purchase date, and useful life. Coordinates and documents the sell or disposal of property according to agency policy and procedure. Provides routine reports of updates to the property list, depreciation schedule and other needs as it relates to property management and efficiency. Coordinates the surplus of any property the Agency determines is no longer needed and sends to LPAA. Confers with vendors and the high-ranking state offices such as the Louisiana Department of Health and Division of Administration (Office of Risk Management and Facility Planning and Control) regarding services, questions or regulations pursuant to property, fleet, and loss prevention. Verifies that maintenance agreements and contracts are active and meeting deliverables. Oversees ImCals key control and building access/security procedures, ensuring ImCal sites track access to agency buildings, maintain lists of all key holders, and log key issuance/return. Works with the Deputy Directory and Compliance Officer on development of and revision to moveable property policy and procedures to ensure ImCal adheres to all state standards. Works independently and coordinates with administrative support staff in multiple sites to ensure Agency property control, asset protection and security are maintained at all times. Fleet Management: Serves as district fleet manager. Oversees the care and maintenance of ImCals fleet. Maintains a state vehicle maintenance schedule, according to ORM and agency requirements, and ensures routine preventative maintenance is performed in a timely fashion. Reviews and recommends revisions to ImCal procedures to assure ImCal fleet management is in compliance with all state regulations. Assures state vehicle reports are accurately completed and maintained. Manages ImCals tracking system for all vehicle maintenance and gasoline purchase information. Addresses vehicle related issues, recommends appropriate action, and schedules necessary repairs. Produces monthly reports for vehicle maintenance to ensure ImCals fleet is operating safely and efficiently. Personnel Administration: Responsible for independently and directly supervising maintenance personnel who address district-wide safety and repair issues, directing their daily activities through ImCals work order ticket system. Ensures at least one maintenance person is onsite to meet, supervise, and verify successful completion of any repair work by a vendor. Collects and maintains records from maintenance staff for monthly safety checks of all fleet vehicles and buildings.
