The State Highway Administrations (SHA) Office of Planning and Preliminary Engineering (OPPE) Regional and Intermodal Planning Division is recruiting for an Assistant Regional Planner (Transportation Planner II) position in Baltimore, Maryland. This position is open to anyone who meets the minimum and selective qualifications listed below.This is a position specific recruitment. Nature of work: The Assistant Regional Planner (ARP) reports to and assists the Regional Planner (RP) with transportation planning-related guidance. Representing SHA, the regional planning team liaises with a specific regions local governments, including with municipal, county, and regional jurisdictions, as well as with other governmental agencies, business, civic, and community organizations, elected officials, and the general public. In coordination with the RP, the ARP communicates information to and from stakeholders about all phases of SHA projects. The ARP assists the RP, who serves as local governments primary SHA point of contact, as they seek funding and implementation assistance from the SHA for their transportation priorities, programs, and projects. When the RP is away or is otherwise occupied, the ARP position temporarily becomes SHAs primary liaison to the specific regions local governments, other governmental agencies, elected officials, and the general public. The ARP will work directly with their Assistant Division Chief to coordinate liaison activities in such cases. In addition to local government liaison duties, an ARP may be tasked with completing specific responsibilities, including assisting with transportation studies, projects, and/or policy efforts and initiatives as staffing requires and taking advantage of an ARPs interests. Additional duties may include assisting in transportation study management, policy efforts and initiatives, and/or capital program management. MDOT offers a generous and competitive benefits package. QualificationsMINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a bachelors degree that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Transportation Studies, Architecture, Public Administration, Natural Resources Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs. Experience: One (1) year of experience of professional experience in transportation, land-use, or community planning. Selective Qualification: One (1) year of experience in transportation projects involving duties such as: long-term planning, managing documents, engineering, obtaining permit approval, ensuring compliance with laws/codes/policies, and liaising with various stakeholders.

- Knowledge of MDOTs Consolidated Transportation Program, the annual consultation meeting “Tour,” and MDOT SHAs capital program development processes
- Knowledge of applicable federal and state metropolitan and statewide planning laws, regulations, processes, and procedures
- Excellent written and verbal communication skills
