Director
Summary:Responsible for providing leadership for the Laboratory Animal Resource Center staff, Biosafety Level 3 laboratory, and Research Compliance staff, under the leadership of the Associate Vice President, Research Compliance, Regulatory Assurances, and Integrity. The Director manages the activities of 20+ staff to ensure the health and well-being of animals used in research at the University of Texas at El Paso (UTEP) and directs the Research Compliance program of the university.
Essential Functions
Direct, guide, and oversee the activities of the Universitys research regulatory committees (IRB, IBC, IACUC, IRE) and the Post-Approval Verification and Education (PAVE) program to ensure compliance with federal, state, and local regulatory requirements.
Analyze operations to evaluate performance of department its staff in meeting objectives and to determine areas of potential cost reduction, program improvement, or policy change.
Coordinates with the Associate Vice President, Research Compliance, Regulatory Assurance and Integrity to develop, modify, and implement Institutional policies and procedures along with strategic plans and objectives that have University-wide impact over Research Compliance.
Oversee electronic-based system for regulatory committees and laboratory animal ordering/census.
Manage the operations and administration of Biosafety Level 3 (BSL-3) and Animal Biosafety Level 3 (ABSL-3) laboratories, including ensuring compliance with federal and state regulations.
Oversee day-to-day management of the LARC, including ensuring compliance with federal regulations regarding animal husbandry and veterinary care and assisting with budget oversight and management.
Assist in the review and analysis of operational needs and make recommendations to enhance the efficiency and effectiveness of animal care services within LARC.
Interface with faculty and research program managers to promote best practices.
Supervise the IACUC, IRB, PAVE, IBC/IRE Administrators, and BSL-3 Manager, as well as the LARC staff.
Implement corrective action plans to solve organizational or departmental problems.
Responsible for decisions on hiring, promotions, salary changes, training, and performance evaluations of subordinate staff
Assists in development of management reports related to the department.
Participate in various committees, professional training, industry conferences, and conventions.
Knowledge of all Microsoft Office software and able to learn and use institutional software systems.
Comply with all State and University policies.
Other duties may be assigned.
Supervisory Responsibilities Carries out supervisory responsibilities in accordance with the organizations objectives, policies and applicable laws.

Required Qualifications:
Education: Bachelors degree
and
Experience: Five years of experience, related to the statement of duties and responsibilities; or equivalent combination of education and experience. Advanced level of understanding of operational requirements related to the management of an IRB, IACUC, and IBC in a university setting. Excellent verbal and written communication skills and the ability to effectively communicate with persons at all levels.

Advanced degree preferred
