- Operate a personal computer and be competent learning and using current computer software applications including word processing, email, financial management, document routing, applicant tracking system, etc. (Examples include: Microsoft Office Suite, Neogov, Adobe Acrobat Pro, Outlook, JD Edwards, Docusign, Laserfiche, and a variety of department-specific software programs); must be able to type 40 WPM with accuracy
- Set up and type a variety of letters, memos, reports, agendas, minutes, ordinances, and resolutions; maintain moderately complex reports and prepare detailed reports from such records
- Exhibit strong organizational skills and attention to detail
- Make decisions and problem-solve in accordance with precedents and regulations and to apply these to work situations
- Understand and follow moderately complex oral and written instructions; read and interpret documents such as operating and maintenance instructions and procedure manuals
- Use discretion handling and maintaining confidential materials and matters
- Establish and maintain positive, effective relationships with other employees, customers, external agencies, and the public; effectively and professionally handle conflicts that arise

- Ensures that job descriptions (Class Specifications) are up to date and uniformly formatted in NeoGov; enters new position classifications and job descriptions when approved; posts positions when approved to do so
- Updates salaries and job classifications on over 200 current Class Specifications when changes occur or are updated
- Assists candidates with application entry and recruitment questions; updates employees user access
- Provides in-house training and technical support to new and existing employees on computer software
- Provides technical troubleshooting when issues arise
- Schedules and administers applicant testing; schedules applicant interviews; creates video appointments for interviews and meetings using GoToMeeting, Zoom, and Teams
- Maintains complex recruitment reports
- Closes completed job postings after recording hiring information in the NeoGov system
- Maintains the NeoGov website with pertinent updates
- Provides high-level customer service over the phone, via email, and in person to City employees, job candidates, public officials, and citizens
- Supports Human Resources in the daily operation of the department
- Assists with new employee orientation, Prepares ID credentials, prepares new employee orientation thumb drives, updating documents as needed, at least annually
- Responsible for processing invoices and budget tracking
- Maintains the Employment page on the City external website and intranet (COWNet)
- Posts State and Federal minimum wage and employment law posters at all 35+ City facilities annually to maintain compliance
- Sends confidential workers compensation medical records to employees
- Maintains Human Resource files in accordance with retention requirements
- Responsible for filing documents in employee personnel files using Laserfiche
- Prepares employee files for outside review
- Utilizes Vanderbilt badging system to create/deactivate employee and contractor badges
- Uses JD Edwards for employee verifications and for entering personnel data
- Supports the Employee Development Team by:
- Managing Cornerstone learning management system including entering training participation, assigning mandatory trainings, and creating new trainings
- Assisting employees with training questions
- Proofreading training emails
- Graduation from high school or GED
- Minimum three (3) years of experience in a high public contact human resources position and/or administrative assistant position
- Proficiency in the use of personal computer, with emphasis on word processing (40 WPM with accuracy) and Microsoft Office Software (Outlook, Word, Excel, Teams, PowerPoint, etc.)
- Knowledge of standard office practices and general accounting/budget maintenance
- College level courses in business administration or public administration or related subjects
- Human Resources experience with knowledge of recruiting and use of an Applicant Tracking System (NeoGov preferred)
- Knowledge and use of an HR Information System (JD Edwards preferred)
- Knowledge and use of a document scanning software (Laserfiche preferred)
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing sometimes for extended periods
- Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, pushing, and pulling of up to ten (10) pounds to move material and supplies; occasional pushing, pulling, and lifting of up to 25 pounds with dollies and carts
- Background checks will include employment references and criminal history, and when applicable, credit check, driver license record, and education verification
